County Connection: How Barnstable County Is Responding to Cape Cod’s Changing Regional Needs
Published on: August 14, 2026

Barnstable County recently established its first standalone Department of Emergency Management, recognizing the growing importance of regional coordination and preparedness across Cape Cod.
While the department is new, the County’s role in regional emergency preparedness is not. For decades, Barnstable County has brought together Cape Cod’s 15 towns, public safety agencies, public health and health care organizations, utilities, nonprofits, businesses, and state and federal partners to prepare for and respond to emergencies that cross municipal boundaries.
That role has continued to evolve as the region’s needs have changed—from hazardous materials planning and hurricanes to winter storms, coastal flooding, shelter operations, public health emergencies, and the COVID-19 pandemic.
In this month’s County Connection, published in the Enterprise newspapers, we look at that history and how Barnstable County’s emergency management work has grown into an essential regional service.
The establishment of a dedicated Emergency Management Department represents the next step in that evolution, strengthening the County’s ability to support Cape Cod communities as they prepare for, respond to, and recover from emergencies.
